In the years after escaping murder charges in London, John Law of Lauriston developed the economic ideas that would make him famous. Until this time (and, as it turned out, for some time afterwards), the value of a country's economy was based purely on the value of the gold and silver circulating in its currency - which is why illegally debasing the coinage by adding base metals was considered such a major crime! The origin of the coin didn't really matter, gold was gold and silver was silver and everyone knew its value. Law believed that money was only a means of exchange that did not constitute wealth in itself and that national wealth depended on trade. He argued that money could therefore be made of paper - a revolutionary new concept! On returning to Scotland, he argued for the establishment of a national bank to create and increase instruments of credit using banknotes backed by land, gold, or silver - the foundations of modern economics. His propositions were eventually rejected and he left to pursue his ideas and ambitions abroad. He spent the next ten years moving between France and the Netherlands, dealing in financial speculations, before problems with the French economy presented him with the opportunity to put his system into practice. The wars waged by Louis XIV had left France economically and financially wasted (much the same as the country is now!!). The resultant shortage of precious metals led to a shortage of coins in circulation, which in turn limited the production of new coins. It was in this context that the regent, Philippe d'Orléans, appointed John Law as Controller General of Finances. Law instituted many beneficial reforms and did much to encourage new industry, particularly by offering low-interest loans. French industrial output increased 60% in two years, and the number of French ships engaged in export went from sixteen to three hundred. Law's idea for dealing with France's crippling national debt, was to stimulate industry by replacing gold with paper credit and then increasing the supply of credit, thus reducing the national debt by replacing it with shares in economic ventures. Though he ultimately failed, his theories ironically live on 300 years later and contained many of the key points of modern monetary thinking. (Continued next photo)
