Good old Leon and Levy where would I be without them. There is a Police Officer standing on the traffic island in the middle of the photograph, he is probably from POW. On the left is a hoarding surrounding the building site for what was then known as the New Government Offices and is now The Treasury; work was started in 1899 and completed in 1915 so I may be on the cusp here.
