Lakeshore Homes Assn was the first homeowner assn in the East Bay, 1917, and had a racial covenant in place until 1979 which specified no Black or Asian people could live there at all except as domestic servants. During the residential building boom in Oakland in the early 1920s, the KKK was popular with the white, protestant middle class and helped define their political power around exclusive residential suburbs. The part of the ad banning saloons was part of the Klan's anti-Catholic plank as they associated drunkenness and disorder with Irish and Italians. These ads and restrictions were very common in the 20s in Oakland. Federal law in 1948 made racial covenants unenforceable but restrictive zoning prevented multi-family units, which worked to exclude working class people, disproportionately BIPOC, keeping these areas predominantly white.
