The Council of Nicaea (also known as the First Council of Nicaea) was the first ecumenical council of the Christian Church. This council, which was convened in 325 AD, was assembled by the Roman Emperor Constantine.
Scarfolk Council was no stranger to invading the privacy of ordinary families. Back in December we introduced you to the council Christmas Boy (see HERE) who strictly monitored the contentment of families during the festive season. We've since received letters asking how the council kept households in check during the rest of the year. In 1973 the council engineered a genetically modified creature called Roy. He was the result of cross-breeding barn owls with surplus human infants raised by prying, judgemental, lower-middle-class parents. Roy was cloned and delivered to every family in Scarfolk. His job was to oversee domestic affairs, and, if any family member deviated from officially sanctioned activity, Roy was to berate them by tutting and shaking his head. Unfortunately, there had been a clinical oversight. Volatile poltergeist DNA had accidentally contaminated Roy's genes when a careless scientist left open a lab window which looked out onto a supernatural-energy processing plant. Instead of the envisioned tutting and head-shaking, Roy flew into violent rages, triggering major telekinetic events. There were reports of Roys decimating entire families and, in one case, allegedly annihilating an entire housing estate. The council was under pressure to recall the defective owls, but because there had been a sudden drop in the numbers of families claiming benefits, it announced instead that Roy was a resounding success and millions more of the human-owl hybrid were commissioned by the police and social services.

In 1970 the Scarfolk Crime Commission embarked on the largest study into crime to date. After two years of intense investigation it found a startling correlation between the types of people who commit crime and their early life experiences. The findings were unequivocal: 100% of criminals had also once been children. The council immediately put into effect acts intended to reduce, if not entirely eradicate this insidious cause of crime. Thousands of children were rounded up in camps. Toys were burnt in massive pyres. Adults were sterilised. Anyone who had been in regular contact with children, or had ever been a child, was quarantined in vast bunkers specially built several storeys below the council building. Though Scarfolk was reduced to a ghost town, the scheme proved a success. During the first month that these stringent measures had been implemented not one crime had been committed. Consequently, at the 1972 Conference of Sham Utopias, a local conservative MP predicted that the most successful towns, and even countries, of the future will be those that eradicate all citizens who have any connection to, or dealings with, children or the adults they grow into. In 1977, Scarfolk Council was disconcerted to learn that poor citizens and immigrants had figured out how to call the emergency services. The council quickly launched a new number, which it claimed would better handle the increasing volume of emergency calls, and after three years the government proudly announced a significant decrease in emergency calls overall. However, the telephone number (when it was finally identified) was traced to an answering machine in an industrial estate portacabin, which was completely deserted. When questioned about the unattended service, a council spokesman stated that the intention was to "empower average and below-average people by enabling them to find their own solutions to problems which are probably the result of their own negligent actions in the first place." Fully-working emergency services, which were of course funded by the taxpayer and the sale of undesirables to mediocre countries, were still available, but only to a select group of invited people, many of whom were banking and corporate magnates, as well as politicians, their friends, families and pets. Emergencies most often reported included: strain brought on by stirring Martinis and not being able to reach the television from the bed to change channels. Additionally, the fire service was frequently called upon by beneficiaries to hose down citizens picketing their country estates.

With no clear definition of what the state meant by "people", the mayor, who had previously declared himself a man of the people, tried to alleviate anxiety among his people by saying he didn't want to drive a wedge between people; he only intended to arrest those kinds of people who he deemed not to be "people people". He said that he of all people knew that the most effective way to crack down on these people was with "people power": People working together to observe people, being able to tell people apart and then reporting those people to the appropriate people in authority. On the 13 August 1975, the only people not in prison were six government officials, members of Scarfolk police force and a man called Dennis Peoples who suffered from a rare psychiatric syndrome called Clinical Lycanthropy which led him to believe he was a puffer fish.

The Ritual & Decorative Arson Newsletter was published between 1970 and 1976. Its editor was Trevor Vestige who also managed the petrol station where Joe and Oliver Bush disappeared in 1970 (see Discovering Scarfolk for more details). This copy was banned by the council after marauding children wearing ceremonial masks torched and laid waste to half of Scarfolk on Halloween, 1972. Despite the ban, the council torched the other half of the town the following spring because it "looked uneven". Because the public information office had burned down citizens weren't warned and many perished in the flames. Grieving family members, however, were compensated with splendid, top-of-the-range trowel and funerary urn sets. Happy Halloween from everyone at Scarfolk Council.

Scarfolk's Dr Hushson, who surgically adapted children into kitchen utensils for the catering industry, also genetically modified children to grow a variety of foods on, and in, their bodies (see Discovering Scarfolk p. 120-123). Taking sausage DNA, Hushson created the 'sausage orphan', which genetically substituted a child's face - something Hushson had long considered redundant - with a sausage or luncheon meat. By the end of the 1970s, sausage orphans or 'kids in blankets' had become a traditional part of a Scarfolk Christmas lunch. Orders were taken weeks in advance and in the days leading up to the festivities, frightened sausage orphans would huddle together in meat curing/smoking rooms to await their fate. In the first half of the 1970s, accidents in the workplace increased one-hundred fold, largely because work equipment and machinery were poorly maintained by employers. In fact, health and safety guidelines were so frequently overlooked by corporations that the government could see no reason why employees shouldn't be able to accurately foresee and schedule the life-changing accidents that would befall them; especially because every major company was obliged to provide its workers, as per union regulations, with the services of a clairvoyant or witch. In January 1971 the scheduling of accidents became policy. The state would only pay disability benefits and/or sick pay if the time and nature of an employee's workplace accident had been approved in advance by his employer. Employees who had unplanned accidents as a result of their employer's negligence were accused of unprofessionalism and many were fired for damaging company resources and impeding productivity. Some enterprises, however, turned the nuisance of careless workers to their advantage: One company that manufactured metal warning and safety signs for Scarfolk Council saw its employees mutilated by volatile machinery so many times that it stopped sign-making and moved into the far more lucrative decorative finger business.
