The Scott - This illustration shows a manual pulley system for raising and lowering an outboard motor mounted on the transom of a boat. The red rope is run through a series of blocks and cam cleats on both sides, allowing the user to pull evenly and lift the motor vertically. UP (OP): Pulling both lines lifts the motor out of the water. DOWN (NEER): Releasing the lines from the cam cleats lets the motor descend. This setup assists with reducing strain when repositioning a heavy outboard and is common on dinghies and small sailboats
