2154) 50 Years of Commonwealth Secretariat, Isle of Man: Isle of Man Post (IOMP) has issued a set of 27 postage stamps from different Commonwealth countries celebrating the milestone: Year of Stamp set issue: 2015: The Postage stamps collection of commemorative stamps issued by 27 Commonwealth Nations, celebrating the 50 Years of the Commonwealth milestone (1965-2015) Commonwealth Secretariat: The Commonwealth Secretariat is the main intergovernmental agency and central institution of the Commonwealth of Nations. It is responsible for facilitating co-operation between members; organising meetings, including the Commonwealth Heads of Government Meetings (CHOGM) - assisting and advising on policy development and providing assistance to countries in implementing the decisions and policies of the Commonwealth. The Secretariat has observer status in the United Nations General Assembly (UNGA). It is located at Marlborough House in London, the United Kingdom, a former royal residence that was given by Queen Elizabeth II, who is the current Head of the Commonwealth. The Secretariat was established by Heads of Government in 1965, taking over many of the functions of the United Kingdom Government's Commonwealth Relations Office, as part of a major shake-up of the organisation of the Commonwealth. This page in the Stamps album outlines the Commonwealth Secretariat Charter: "The guiding principles of the Commonwealth Secretariat are embodied in the Commonwealth Charter embracing democracy, human rights, international peace and understanding, freedom of expression, separation of powers, rule of law, good governance, sustainable development, protecting the environment, access to health, education, food and shelter, gender equality, importance of young people in the Commonwealth, recognition of the needs of small states, recognition of the needs of vulnerable states, the role of a civil society". The Commonwealth symbolises the transformation of the Crown from an emblem of dominion into a symbol of free and voluntary association. In all history, this has no precedent. Every year since 1977 Commonwealth Day has been celebrated on the second Monday in March. On that day, the Queen attends an inter-denominational service at Westminster Abbey. Every two years the Commonwealth Heads of Government meeting is held, hosted by one of the member countries, the Queen in normally present. In 2015, this meeting was held in Malta on 27 to 29.11.
