Prep the Potatoes: Preheat oven to 375°F (190°C) and grease a 9x13-inch baking dish. Slice the potatoes evenly, about 1/8-inch thick, for even cooking. Make the Sauce: In a medium saucepan, melt butter over medium heat. Whisk in flour and cook for 1-2 minutes until lightly golden. Slowly whisk in milk and cream, cooking until the mixture thickens slightly. Stir in garlic powder, paprika, salt, and pepper. Assemble: Spread a thin layer of the sauce on the bottom of the prepared dish. Layer half of the sliced potatoes, overlapping slightly. Sprinkle with half of the cheddar and Parmesan cheeses. Repeat with the remaining potatoes, sauce, and cheese.
