Retired General Colin Powell dedicated the Buffalo Soldier Monument here at Fort Leavenworth July 25, 1992. He remarked: "...from the earliest days of our nation, African-Americans have answered the call to arms in defense of America whenever the call came. From our Revolution to our Civil War, black men and women on the battlefield were crucial to victory. Yet the fame and fortune that were their just due in return for blood spent, lives lost, and battles won, were never waiting for them when the wars ended... but beginning with the Buffalo Soldiers in 1866, African-Americans would always be in uniform - challenging the conscience of the nation...." On July 28, 1866, the Army Reorganization Act created six regiments of black soldiers - the 9th and 10th Regiments of Cavalry, and the 38th, 39th, 40th and 41st Regiments of Infantry. Although this monument is dedicated to the soldiers who served in the 9th and 10th Cavalry Regiments, it memorializes all African-American soldiers. The impact of the two cavalry regiments is often overlooked. Their mission included protecting the frontier, establishing forts, and preserving peace. The troops of the 9th and 10th Cavalry Regiments were referred to as "Buffalo Soldiers." Stories about the origin of the legendary name are as varied as there are people to tell them. Some attribute the name to native Americans' likening the short curly hair of the black troopers to that of the buffalo; another possibility is that the nickname refers to the heavy buffalo robes the soldiers wore on winter campaigns; others say that when the American bison was wounded or cornered, it fought ferociously, displaying uncommon stamina and courage like the black man in battle. The 10th Cavalry Regiment was organized at Fort Leavenworth September 21, 1866. It is one of the most unique regiments in the annals of U.S. military history. Colonel Benjamin Grierson was the regiment's first commander. Most of its recruits came from the northeast - Philadelphia, Pittsburgh, and Boston. Organization of the regiment proceeded very slowly because of a lack of officers coupled with Grierson's insistence on a very high standard for the enlisted men. His instructions to Captain L. H. Carpenter, who was recruiting in Philadelphia, were typical: "You will use the greatest of care in your selection of recruits...enlist all the superior men you can who will be a credit to the regiment." The regiment distinguished itself in Cuba at Santiago and Las Guasimas, and in the famous charge up San Juan Hill. Generally, the "Rough Riders" are given the credit for taking the blockhouse atop San Juan Hill. What most people do not know is that the brunt of the fighting was borne by African-American soldiers. An eyewitness wrote: "If it had not been for the Negro cavalry, the Rough Riders would have been exterminated. The 10th Cavalry fought for 48 hours under heavy fire from the Spaniards who were in brick forts on the hill." The 9th Cavalry was also organized September 21, 1866, but in Greenville, Louisiana. It was under the command of Colonel Edward Hatch. Most of the 9th's officers and enlisted men came from colored volunteer regiments of the Civil War. The rest were recruits from the local area. Army recruiters focused their efforts on the nearby city of New Orleans and had no problem enlisting Negro men to fill the ranks of the regiment. These men were eager to sign up because the Army offered them a chance to better themselves both economically and socially. Like their brothers of the 10th Cavalry, the 9th was in the thick of the action during the charge up San Juan Hill. During the settlement of the West, black cavalry soldiers made up one-fifth of the Army's total mounted force. Troops were about evenly distributed between Kansas and Indian Territory in the protection of the Union Pacific Railroad and exposed settlements. These men served not just in combat but also helped build frontier forts, constructed telegraph lines, patrolled the Mexican border, arrested whiskey peddlers, removed unauthorized settlers, captured thieves and outlaw gangs, hunted poachers, and fought fires. They achieved the highest level of re-enlistments and lowest rate of desertion in the entire frontier Army. Major Albert P. Morrow of the 9th Cavalry reported that they were ..."always cheerful and ready, braving the severest hardships with short rations and no water without a murmur. The Negro troops (know) no fear and (are) capable of great endurance." The "Buffalo Soldiers" have been the unsung heroes throughout U.S. history. They were fathers, sons, brothers, and husbands. They were former slaves and Civil War veterans. They were uneducated and self-educated. They were writers, sharecroppers, painters, dyers, cigar makers, waiters, cooks and mechanics. Just as other soldiers, "Buffalo Soldiers" came from all walks of life. To quote General Powell: "African-Americans have served this country from its beginning, and hundreds of thousands of black Americans have gone in harm's way for their country since the days of the "Buffalo Soldiers" - always moving forward and upward, step by step, sacrifice by sacrifice."
