Avalokiteshvara, driven by the compassionate desire to liberate all sentient beings from suffering, dedicated countless eons to fulfilling this vow. Believing his work to be complete and that every being had attained bliss, he perceived the enlightened state known as Potala, the sacred land of Avalokiteshvara and Tara. However, upon casting a glance at the six realms once more, Avalokiteshvara was disheartened to find that suffering persisted. The realms were still steeped in hardships and misery.
